On 13 February 1978 a bomb exploded outside the Hilton Hotel where the Commonwealth Heads of Government Meeting was to take place. Two council workers and a policeman were killed and 11 people injured. The Indian Prime Minister, Morarji Desai, blamed the Ananda Marga religious group. Presenter Irina Dunn explains the legal case and the questionable evidence that convicted the three Ananda Marga members. One of the convicted, Paul Alister, denies any involvement in the terrorist act. The narrator–director asks 'Who stood to gain?’.

The clip establishes the style of the film, a mixture of newspaper headlines, interviews and news footage tied together by the writer/director talking directly to camera, very much in the style of a current-affairs television program.
