The complete spectrum of humanity is represented on a committee appointed to work out why the world does not function properly, says the narrator (Tom Baker). The members will examine the past and talk to anyone 'who might have given some thought to global haywire’.
Curator’s notes
The film opens with a summary of the state of the world: there is much to admire but nothing works as it should and this justifies investigation. This sequence, which immediately follows the summary, explains how the research is to be conducted and points out that it will involve some of the best brains civilisation has produced.
